Terms of Reference for the Development of Training Manuals for Co-Management And VGGT

About Far Ban Bo Project (FBB)

Far Ban Bo (meaning ‘protecting fishing livelihoods’ in Fante)” has the overall objective of contributing to sustainable fisheries resource management to improve food security and nutrition and livelihoods of smallholder fishers and other users of fishery resources. The Project works to empower smallholder fishery associations to take active part in fisheries governance, and communities to take active part in effective IUU monitoring and grievance mechanisms.

Background to 1st Assignment (Development of VGGT Manual)The governance of tenure is a crucial element of the FBB project as it determines how people, communities and others can acquire rights, and associated duties, to use and control land, fisheries and forests. Access to and control over land as natural resources is crucial to people’s livelihoods and ensuring secure livelihoods. This will ensure their rights to food, water, work, housing and a healthy environment. Governments and donor institutions have the opportunity and responsibility to ensure that their policies and actions contribute to the recognition and respect of these rights.The FBB project has been working over the last few years with fishers especially women and rural communities to challenge commercialization of land, which leads to loss of their rights to land. The Voluntary Guidelines on the Responsible Governance of Tenure of Land, Forest and Fisheries- VGGTs, together with the AU Framework and Guidelines for land policy in Africa- AU F&G, both provide progressive internationally accepted principles and norms for defining policies and practice for governance of tenure that particularly safeguard the interests of the poor and marginalized-land-dependent sections of society. To give effect to these guidelines, The FBB project seeks to recruit a consultant to develop a friendly picture training manual on VGGT.

Assignment:FBB Project intends to simplify the FAO guidelines on VGGT and develop a picture book in the form of a training manual for staff and smallholder fishers and processors within target communities to enhance their knowledge on land tenure system and VGGT.This manual is aimed at supporting civil society and grassroots organizations gain greater understanding of the Voluntary Guidelines on the responsible governance of tenure of land, fisheries and forests in the context of national food security.This will enable the members of these organizations and their constituents use the VGGT meaningfully and effectively to improve the governance of tenure in their respective communities.

The guideline will cover sections on:

  • Understanding the background and the process of development of the VGGT principles;
  • Explaining the main topics covered by the VGGT;
  • Identifying the main actors and processes and their respective roles in tenure governance;
  • Assessing the local tenure situation and conduct analyses of specific cases in the country.
  • Applying the VGGT to prepare an agenda for action by CSOs to implement the VGGT.

Development of Training Manuals:  

  • The manual will be developed using existing materials (produced by governmental or non-governmental agencies) as reference.
  • Explore and identify more knowledge on the subject, keep proper references of all materials cited.
  • The consultant will undertake the responsibility of designing the manual with illustrations where necessary. Consultations with FBB team during designing is important

Background to 2nd Assignment (Development of Co Management Manual)Co-management is a partnership arrangement in which the community, the government, and possibly other stakeholders (fish traders, business people, NGOs, etc.) share responsibility and authority for the management of the fishery resources.  In Ghana, there are various initiatives that seek to promote fisheries co-management. These initiatives have been piloted by the SFMP over the year. The FBB Project has also promoted co-management by piloting 5 co-management initiatives in its operational areas.The government of Ghana seeks to also promote fisheries co-management and has initiated the development of a fisheries co-management policy which is now at cabinet level awaiting approval. In the 2020 national budget statement, government indicated its willingness to start with the implementation of co-management initiatives in 10 fishing communities. The FBB Project seeks to recruit a consultant to develop a training manual on effective co-management schemes. Assignment: The training manual will be used for the establishment and training of community members on co-management. The manual will be based on modules that will be agreed upon by the consultant and project partners based on how FBB implemented co-management in its operational areas.  It will also cover modules that will capture basic information that will be discussed and agreed by the project team and the consultant. The brief roles and responsibilities of Consultant(s) / firm are:

  • Sharing contents of training manual for approval: 
  • Facilitate a meeting with the FBB team to gather content for the development of the manual.
  • Share brief description of contents of the training manuals with Oxfam before its finalisation and approval.
  • Upon approval of the contents, the consultant will submit the concept/ content to Oxfam for further production.
  • The scope of consultancy is as follows:
  • The Individual/Firm consultant will directly report to Oxfam
  • The manuals will be produced in English with pictures;
  • The manuals will be produced in easy language comprehensible to wider audience working in multiple backgrounds.
  • The Consultant/s has/have the responsibility of designing and illustrations of the manuals
  •  Oxfam takes responsibility for printing of the manuals upon approval from FBB team
  • Duration of this assignment is approximately 30 days upon signing of contract.
Requirements
  • Core Competencies & Qualifications:
  • Individual/Firm Consultant with proven previous experience in developing training manuals on fisheries or Natural Resources in Ghana.
  • Firms/organizations must be registered. In case of an individual, the person must have a master’s degree in a relevant field or should be a development professional with experience in Fisheries and related issues
  • Good understanding and capacity to produce high-quality documents.
  • Good understanding of preparing training manuals.
  • Education: Master’s Degree
