Oxfam in Ghana working together and in collaboration with partners are implementing five-year Innovative Women Economic Empowerment project to address the systemic barriers to women’s economic empowerment in the cocoa and shea butter value chains through multiple entry points, seeking to increase the voice of women and their economic well-being. This project is funded by the Government of Canada and is being implemented by a consortium comprising of Oxfam in Ghana as the coordinating organization, with SEND Ghana, Shea Network Ghana, Tungteiya Women Shea Butter Processors Association, NORSAAC, Friends of the Nation, Women in Law and Development Africa, and Viamo.

As part of the process of objectively establishing baseline indicators which will contribute to accountability and learning, Oxfam in Ghana is looking for a Ghana-based development evaluation consultant(s) to conduct baseline survey for the project.

The purpose of the baseline survey is to provide gendered quantitative and qualitative analytical information of the status of the proposed project indicators against which to monitor and assess project progress and effectiveness during implementation and evaluation after completion with attention to the ultimate outcome.

Results of the exercise will support Oxfam in Ghana and project consortium partners respond to our accountability commitments, support program management decision-making, and inform the development of project implementation plan (PIP).

Requirements
  • Do you have a strong record in conducting participatory gendered and/or feminist baseline evaluations, including of advocacy and campaigns? Are you a team leader with wide respect and credibility within the development field, excellent knowledge of gendered and/or feminist monitoring and evaluation in theory and practice, and a good understanding of policy influencing work in Ghana? Do you have expertise in gendered development evaluation and result-based management, women’s economic empowerment, and gender justice?
